It uses different, slightly higher poly models for cut scenes iirc. You probably need to find the TXD for the CS model and replace the texture in there. Its probably in the GTA3.IMG. the txd name is normally the same as the dff (model) in cases of characters and vehicles so look for something like CS_TOMMY.TXD (thats a guess)
